A complex, slow-moving storm system delivered heavy rain across much of the nation's mid-section, but largely bypassed some of the country's driest areas in southwestern Kansas and western Oklahoma, as well as neighboring areas. Still, the rain broadly provided much-needed moisture for rangeland and pastures, immature winter grains, and emerging summer crops. Significant rain spread into other areas, including the southern and western Corn Belt and the mid-South, generally benefiting crops but slowing fieldwork and leaving pockets of standing water. Excessive rainfall (locally 4 to 8 inches or more) sparked flooding in a few areas, including portions of the western Gulf Coast region. Little or no rain fell across much of the remainder of the country, including southern Florida, the Northeast, the Great Lakes region, and an area stretching from California to the southern Rockies. What if the next big thing never quite becomes the next big thing?

I've been pondering that question lately while thinking about the metaverse. It was tech's buzziest topic for much of 2021 and 2022—according to many, the future of computing for sure, and maybe the future of life itself.

Recently, though, the metaverse buzz has subsided. Google Trends, which tracks search terms over time, shows interest in the term having peaked around the time Mark Zuckerberg staked Facebook's future on building an immersive 3D world and adopted Meta as the company's new corporate identity. Since then, metaverse search activity has tumbled back to roughly where it was in the first place.

Now, fascination with a tech category subsiding isn't proof that it's destined to fade away forever. The decades-old field of AI is famous for going through multiple "winters" when pessimism over its prospects reigned. Today, AI is busily changing the world in ways—both good and bad—that even the experts might not have predicted.

DC is the new SF. Following a brutal season of layoffs in Silicon Valley, San Francisco is losing its crown as the hottest job market for software programmers and developers to the swamp, as folks outside the beltway unkindly refer to our nation's capital. Some 3,815 tech jobs were listed in the Washington, D.C. region at the end of last year, according to workplace data firm Vertis AI, while San Francisco saw just 2,369 postings — meaning techies will soon be flocking some 2,400 miles across the country to chase new jobs.

Tuesday, emergency workers in Turkey and Syria worked through freezing temperatures to pull survivors from the rubble of a powerful earthquake that has killed over 7,000 people.

A 7.8 magnitude earthquake destroyed thousands of buildings in both countries early Monday. Relief agencies emphasized the need for aid in northwestern Syria, where millions already faced a humanitarian crisis.

Turkish President Recep Tayyip Erdogan declared a three-month state of emergency to provide relief to the worst affected regions.

Thousands of rescuers have reached the impacted area but collapsed roads have hampered some humanitarian efforts.

CMS Approves Suppression of the 2022 Performance Period Quality Measure #238: Use of High-Risk Medications in Older Adults for the Clinical Quality Measure (CQM) Collection Type

The Centers for Medicare & Medicaid Services (CMS) published the 2022 Performance Period Suppressed and Truncated MIPS Quality Measures List (PDF) announcing that quality measure 238: Use of High-Risk Medications in Older Adults will be suppressed for the 2022 performance period within the MIPS CQM collection type.

During the annual measure revision process, a second submission criteria was added to the measure. As part of the revision, the Quality Data Codes (QDCs) utilized for Performance Met (G9367) and Performance Not Met (G9368) in Submission Criteria 1 were also included as QDCs for Performance Met and Performance Not Met Numerator Options in Submission Criteria 2, which makes it difficult to differentiate which quality action should be attributed to each submission criteria. As a result, when these specific QDCs are submitted, it isn't known which submission criteria the specific QDCs are applicable to or if each quality action was met. Due to this error, it isn't possible to accurately assess numerator compliance.

Today, I woke up thinking about an egregious example of corporate greed among a public company.

Several years ago I began to follow a company in Canada named Palisades Goldcorp, a resource investment company focused on junior companies in the resource and mining sector. Palisades participates via equity and warrants in pre-initial public offering and early state public resource companies with undeveloped or undervalued high quality projects.

I had forgotten about this company until I saw a news headline yesterday that they would begin trading on the Toronto Venture Exchange today, symbol $PALI.V — Very interested, I did a little further research last night.

As I typically will do when researching a potential investment idea, I dove right into some of the recent company filings. I always jump immediately to the Executive Compensation section in a filing before doing any further research.

In the case of Palisades, this saved me a lot of time.

Lets take calendar year 2020 first:

Last month's late cancellation was due to the Department's recent announcement to implement new requirements for Section 427 of the General Education Provisions Act (GEPA) for FFY 2023 and the impact it will have on the IDEA grant application process. As you know, GEPA Section 427 requires Federal grantees to demonstrate how they provide equitable access to Federally-funded programs and how they identify and address barriers to access. The Department is currently seeking OMB approval on the form that grantees would have to complete and include with their grant applications. It is anticipated that this approval will be granted in February 2023. Upon approval of the form, OSEP will update the Grant Application Memos to provide guidance on the new requirements under GEPA Section 427 and instructions for completing the form and including it with your grant applications for the public participation process.

Please know that we will ensure that you have ample time to conduct public participation and submit your grant application and materials by the Part C and Part B application due dates.

Stocks had a winning year, with the S&P 500 up nearly 25% and the techy Nasdaq up 45% — a sharp turnaround from 2022, the market's worst year since '08. Optimism was fueled by cooling inflation, the Fed pausing interest-rate hikes, and expectations of several rate cuts this year. With the US avoiding a predicted recession last year, investors and economists are entering 2024 with higher hopes for a soft landing.

Landlocked Ethiopia's determination to gain direct passage to the Red Sea has put it on a collision course with neighboring Somalia.

In October, Prime Minister Abiy Ahmed identified access to the ocean as a strategic objective and warned that failure to secure it could lead to conflict. He drew rebukes from Somalia, Eritrea and Djibouti, before he toned down his comments.

The issue resurfaced with a bang this week when Ethiopia signed a memorandum of understanding with Somaliland, a breakaway region of Somalia, that will secure it access to the Red Sea in exchange for an unspecified stake in its flagship carrier, Ethiopian Airlines. Detailed negotiations will be concluded in a month, said Redwan Hussein, Abiy's national-security adviser.

The deal will give Ethiopia the right to facilities on the Gulf of Aden that can be used as a military base and for commercial purposes for 50 years, and it will be able to access them via a corridor leased from Somaliland, according to the region's president, Muse Bihi Abdi.

Somalia considers Somaliland an integral part of its territory and the accord has infuriated its government — it described Ethiopia's actions as illegal and recalled its ambassador to Addis Ababa for consultations.

OSEP will reschedule the OSEP Monthly TA call on the FFY 2023 IDEA Grant Application packages.

Last month's late cancellation was due to the Department's recent announcement to implement new requirements for Section 427 of the General Education Provisions Act (GEPA) for FFY 2023 and the impact it will have on the IDEA grant application process. As you know, GEPA Section 427 requires Federal grantees to demonstrate how they provide equitable access to Federally-funded programs and how they identify and address barriers to access. The Department is currently seeking OMB approval on the form that grantees would have to complete and include with their grant applications. It is anticipated that this approval will be granted in February 2023. Upon approval of the form, OSEP will update the Grant Application Memos to provide guidance on the new requirements under GEPA Section 427 and instructions for completing the form and including it with your grant applications for the public participation process.

Please know that we will ensure that you have ample time to conduct public participation and submit your grant application and materials by the Part C and Part B application due dates.

Landlocked Ethiopia's determination to gain direct passage to the Red Sea has put it on a collision course with neighboring Somalia.

In October, Prime Minister Abiy Ahmed identified access to the ocean as a strategic objective and warned that failure to secure it could lead to conflict. He drew rebukes from Somalia, Eritrea and Djibouti, before he toned down his comments.

The issue resurfaced with a bang this week when Ethiopia signed a memorandum of understanding with Somaliland, a breakaway region of Somalia, that will secure it access to the Red Sea in exchange for an unspecified stake in its flagship carrier, Ethiopian Airlines. Detailed negotiations will be concluded in a month, said Redwan Hussein, Abiy's national-security adviser.

The deal will give Ethiopia the right to facilities on the Gulf of Aden that can be used as a military base and for commercial purposes for 50 years, and it will be able to access them via a corridor leased from Somaliland, according to the region's president, Muse Bihi Abdi.

Somalia considers Somaliland an integral part of its territory and the accord has infuriated its government — it described Ethiopia's actions as illegal and recalled its ambassador to Addis Ababa for consultations.
